  • The purpose of the Index is to provide a picture of the current state of public sector financial reporting globally, and plans for future reforms. It covers the following aspects of the arrangements in each jurisdiction:

    • Current financial reporting basis and the financial reporting standards used in the financial statements
    • Financial reporting reforms plans for 2030.

    The current Index focus is on Federal/Central Government in your jurisdiction.

  • Cash Basis: Transactions are recognized in the financial reports only when the associated cash is received or paid.

  • Partial Accrual Basis: Some transactions are recognized in the financial reports using the cash basis, and some transactions are recognized under the accrual basis.

  • Accrual Basis: Transactions are recognized in the financial reports when underlying economic event occurs, irrespective of when cash is received or paid. Assets and liabilities are reported in a balance sheet.

  • Cash Basis IPSAS Standard: Financial Reporting under the Cash Basis of Accounting as published by the IPSASB.

  • IPSAS Accounting Standards with no modifications: Accrual basis IPSAS Accounting Standards and published in the IPSASB’s Handbook of International Public Sector Accounting Standards Board Pronouncements.

  • IPSAS Accounting Standards modified for the local context: Accrual basis IPSAS Accounting Standards modified by the addition or deletion of material to reflect jurisdictional legal and regulatory requirements; other requirements or guidance that are not inconsistent with the current requirements or guidance in IPSAS Accounting Standards; the elimination of options (alternatives) provided for in IPSAS Accounting Standards; the elimination of requirements or guidance, the application of which is not permitted by national law or regulation; the amendment of requirements or guidance to be consistent with law or regulation.

  • National standards with reference to IPSAS Accounting Standards: Any other standards developed by the National Standard Setter that use the accrual basis IPSAS Accounting Standards as a reference point.

  • National standards based on IFRS Accounting Standards: Defined in the same way as any of the above three classifications for IPSAS Accounting Standards.

  • National standards/Other: Any other accrual or partial accrual standards developed by the National Standard Setter
